Certified Public Accountant Financial Audit Services
The City of Roma is inviting qualified firms of independent certified public accountants, licensed to practice in Texas, to submit sealed proposals for financial audit services for the fiscal year ending September 30, 2024. The City may extend the agreement for two additional fiscal years based on satisfactory performance.

Scope of Services:
The audit should cover the City’s financial records and internal controls and include tests of accounting records and other necessary procedures to express an unqualified opinion on the financial statements. The audit must comply with generally accepted accounting principles and include a management letter if warranted.
Proposal Requirements:
- Technical Proposal:
- A signed transmittal letter stating the firm’s understanding and commitment.
- A description of professional relationships with the City over the last five years.
- Firm’s size, governmental audit staff, and office location for the engagement.
- Information on recent federal or state reviews or disciplinary actions.
- List of the five most significant similar engagements in the past five years.
- Price Proposal:
- A separate sealed fee estimate, including rates of compensation and anticipated hours for staff levels, must accompany the technical proposal.

- Qualifications of the respondent
- Price fairness and reasonableness
The City of Roma reserves the right to reject any or all proposals and to waive formalities. Proposals are considered firm and irrevocable once submitted. The final selection is anticipated during the regular City Council meeting on August 29, 2024.
