The city council shall create, establish or appoint, as may be required by the laws of the State of Texas or this Charter, or deemed desirable by the city council, such boards, commissions and committees as it deems necessary to carry out the functions and obligations of the city. The city council shall, by ordinance or resolution, prescribe the purpose, composition, function, duties, accountability and tenure of each board, commission and committee where such are not prescribed by law or this Charter.
The following commissions have been established by the City Council:
The commission shall be responsible to and act as an advisory board to the city council. The commission shall:
Review all current and proposed ordinances and amendments pertaining to planning and zoning and make recommendations to the city council for action to be taken;
Make proposals to the city council to amend, extend and add to the comprehensive plan for the physical development of the city;
Keep public records of its resolutions, findings and determinations;
If requested by the city council, a monthly report shall be made in person by a member of the commission to the city council; and
Review plats and zoning requests and make recommendations to the city council for final adoption of same.
The commission shall have full power to:
Exercise the authority of the commission as provided by state law, this charter and city ordinances; and
Make reports and recommendations relating to the comprehensive plan and development of the city.
The duties of the Roma Parks and Recreation Commission shall be to advice and recommend to the City Council all matters of the establishment, maintenance, and operation of the city parks and recreation programs for the City of Roma and its inhabitants, to study and recommend establishment of additional land and sites for improving recreational facilities, and to carry out other duties as may be assigned by the City Council.
The purpose of the Historical Commission is to identify and actively encourage the conservation of the City of Roma's historic resources by initiating and maintaining a register of historic places and reviewing proposed changes to register properties; to raise community awareness of the City of Roma's history and historic resources; and to serve as the City of Roma's primary resource in matters of history, historic planning, and preservation.
The duties of the said Commission shall be to advise and recommend to the City Council on all matters related to storm drainage improvements for the City of Roma and its inhabitants, to study and recommend projects related to drainage improvements, and to carry out other duties as may be assigned by the City Council.
