The Homeowner Rehabilitation Assistance (HRA) program funds Units of General Local Governments, Public Housing Authorities, and nonprofits to provide the following services under the Homeowner Rehabilitation Assistance initiative:
Rehabilitation or reconstruction of owner-occupied housing on the same site;
New Construction of site-built housing on the same site to replace an existing owner occupied Manufactured Housing Unit (MHU);
Replacement and relocation of existing housing located in a floodplain to a new MHU or New Construction of housing on an alternative site;
New Construction or a new MHU to replace a housing unit that has become uninhabitable as a result of disaster or condemnation by local government; and
If allowable under the Notice of Funding Availability (NOFA), refinance of existing mortgages meeting federal requirements.
The primary objective of the Community Development Block Grant program is to develop viable communities by providing decent housing and suitable living environments, and expanding economic opportunities principally for persons of low- to moderate-income.
Eligible applicants are non-entitlement cities under 50,000 in population and non-entitlement counties that have a non-metropolitan population under 200,000 and are not eligible for direct CDBG funding from HUD may apply for funding through any of the Texas CDBG programs.
The City of Roma is proud to participate in the Texas Department of Housing and Community Affairs (TDHCA) HOME Program, offering assistance to eligible homeowners and individuals with disabilities to improve housing conditions and accessibility.
The HOME Program provides funding to:
Rehabilitate or reconstruct homes for low-income homeowners whose homes no longer meet minimum standards.
Ensure housing is accessible, safe, and supportive of independent living for individuals with disabilities.
To qualify for assistance, applicants must:
Be a resident of the City of Roma.
Meet income eligibility requirements based on household size and area median income (AMI).
Own and reside in a property that needs rehabilitation or reconstruction.
The city is seeking architectural service providers to support this project. Interested architects are invited to submit their bids for consideration. Bid details, requirements, and submission instructions are available here.
The City of Roma will be accepting applications for the HOME Program starting Monday, January 27, 2025 (excluding holidays) through Friday, March 21, 2025, during the following hours:
8:30 AM - 12:00 PM
1:30 PM - 4:30 PM
Applications can be submitted in person at: 201 W. Convent Blvd., Roma, Texas.
Eligibility Requirements: Applicants must meet all eligibility criteria, including but not limited to:
Residence within the City of Roma limits
Ownership or an approved form of ownership of the home to be reconstructed (no abandoned homes).
Principal residency in the property.
Lot size of approximately 6,000 sq. ft.
Income eligibility based on Area Median Family Income (AMI) limits for Starr County.
