Request for Qualifications (RFQ) – Engineering Services
City of Roma, Texas
The City of Roma is soliciting Statements of Qualifications (SOQs) from qualified engineering firms to provide comprehensive services for the relocation and removal of water lines along FM 650 within TxDOT rights-of-way. This project forms part of the City's continuing improvements to its Waterworks System and involves collaboration with TxDOT for necessary utility relocation activities.
Scope of Work
The selected firm will provide services associated with:
- Project planning and feasibility studies
- Environmental review and permitting
- Engineering design
- Construction documents and contract administration
- Construction management and inspection
- Coordination of right-of-way acquisition and utility relocations
The project will adhere to all applicable state and federal procurement standards, including those for Minority and Women-Owned Business Enterprises (MWBE) and Equal Employment Opportunity (EEO) compliance.

Firms must not include any cost or pricing information in their submittals. Any submissions containing pricing will be disqualified from consideration.

All Statements of Qualifications must be submitted by:
